It attracts souls, even across dimensions. When combined with glowstone, crying obsidian creates a respawn anchor. Seems kinda counterintuitive, but creating a "stable" portal needs the utmost precision. The reason Piglins have crying obsidian is because the portals explode on both sides at once, so they must have found the ruined portals and taken the obsidian and crying obsidian because it looks pretty.
This explosion is strong enough to destroy some of the obsidian, and it infuses some of the obsidian with nether energy, creating crying obsidian. Leaving a Nether portal open causes a buildup of magical "nether energy" in the portal, which after many many years causes an explosion around the portal, converting nearby organic materials (dirt and grass) to nether materials such as lava/netherrack/magma. If they were, the ancient ruined portals would still be functioning, or at least not missing any blocks, since there is not much that can destroy obsidian.
